Block-Level Messaging
Block-Level messaging refers to certain system-generated or user-generated messages that apply to a specific section on a page. If the message only corresponds with a single element on the page, we would NOT use a Block-Level message, it will be a Local message.
A Block-Level message is a block that is positioned inside, above, or below its related section on the site. It usually spans the full width of its container div.
